How old is your corgi? Has she seen a vet? Are there or were there fleas? Was a skin scraping done to check for mites?
If there has never been evidence of fleas, she's an older dog (not a puppy) and she is starting to develop the dandruff, then I would guess one of two things is causing this.
Winter, dry heat frequently causes dry skin in pets, as well as people. Use a humidifier and add omega 3 fatty acids to your dogs diet for better all around health.
Food allergies can develop and cause skin irritation. Find a food with no BHA, BHT or ethoxyquin preservative. No by-products, corn, soybean and wheat. Human grade food only. No fillers, artificial colors or flavors. Once you have narrowed your search, any one of the choices in food should be good for her. Corn, soybean and wheat are often causes of food allergies. Sometimes protein can be a source of an allergy, too, so find one with an 'unusual' protein (ostrich, venison, duck, elk, etc.).

Sounds like you need to change her food. What are you feeding?
Brands like Wysong, Wellness, Innova, Evo, Merrick, Neura, California Natural, Solid Gold, Prairie, and even Nutro and Nutro-Max are much better for your dog than grocery store brands. Talk to your vet about this, but if you're feeding something like Iams or Pedigree, your dog is reacting to that. There are tons of bad fillers in those foods that will make a dog react as you describe.
