Use the hydrating moisture creme concentrate at www.beeroyalproducts.com. It doesn't contain any alcohol or petroleum products.
As for your "pale skin" you might consider a light mineral powder. Try to avoid "getting a tan" because with such a light skin tone you may be at risk for skin cancer. Bee Royal Products also hes a liquid mineral foundation with SPF 15. It is light enough no one will even know you are wearing it.

Are you really a German? Genetically Germans are very fair people, I should know I am 50% German. Nature gave me light skin and very light eyes, making sun exposure unsafe.
As far as your skin being oily in the sun and dry in a cool enviroment, I would suggest Aveno, this is a wonderful product designed to help combination skin.
At 44 I am now very tan, so how did I do this safely? I started very slow tanning at a salon 2 times a week for about 7 minutes each tan.. this was 13 years ago. This will also help with the oily skin thing, but do be sure to use some kind of moisture after tanning.. And protect your eyes.
Hope this helps

people with very light skin should wear a moisturizer with skin block and or protective clothing.i suggest seeing a dermatologist, they can help you with deciding the correct lotions for your skin type,I'm afraid you cant just get rid of your skin but I'm sure there are ways to protect it and make yourself more comfortable.wear sun glasses for your eyes ,it,s common for light skinned people,s eyes to be sensitive to sunlight. good luck

your skin is hot, so oil is coming out with the sweat
Air con, it is drying your skin
Get a skin cream with a SPF number in it
If you really want to you could always buy some tinted moisturiser cream
