I've gotta go with Levi's - they are the only jeans I never have to hem and they come in a dizzying array of styles. Old Navy also has a great choice but their sizing is weird and you have to try on lots of styles to find one you are happy with.

Most departments stores have a petite section. It varies, but generally anyone under 5'4" tall is considered petite regardless of weight or waist size.
Wander into the petite department at some store like Macy's or Penny's or Nordstroms, and they should be able to assist you. The sizes go as high as a 14 petite (sizes vary store to store) which is nice if you are short but not a size zero.

For inexpensive jeans to fit any size and height Old Navy is great. Buckle is also great but more expensive. As for your waist...did you know that doing crunches without cardio will add thickness to your midsection? Crunches will build the muscle, and under the fat it can add size.

Just go for hipster/low rise jeans that fit on the upper hips, so you don't have to worry about them fitting at the waist.

Old navy. im over weight and carry it all in my stomic Im 5 feet aswell, sometimes the pants are long, but atleast the waist fits. Good luck. THey have stylish clothes too. All my clothes are Old navy NO LIE!!!!
