First build a frame or mold of something you want to make the fiberglass object out of. Then spray on some WD-40 to make it non-stick. Mix your resin/hardner (can be bought at home depot or lowe's). Dip the fiber glass into the mixture, and apply onto the mold. apply about 2-3 layers, and work out any bubbles. Wait for it to dry for about an hour, and apply another few layers to the specific thickness you desire.
Fiber glass can be purchased at home depot/lowe's also in sheets, strips, and mesh.
Make sure to wear gloves, goggles, and a chemical half mask. Work in well ventilated area and away from flames. This stuff is itchy, the fumes can be nauseating.

You can look it up on wikipedia but since it's a carcinogen, do you really want to screw around with it ?
