The best time to exercise is whatever time is best for you. If you don't want to get up earlier, that's ok. Just exercise whenever you have time in your schedule. The time of day isn't as important as whether or not you actually do it.

Everyone is different. Relatively speaking first thing in the morning is the best time. You reep the effects all day. To help keep your matabilism running eat 5-6 small meals a day and drink lots of water. If you work out at night it could tend to keep you up later than you want to be. Try going to bed a little earlier and get up in the morning. I know easier said than done but I think once you get a taste of how great you feel and how much better your day goes you wont mind.
Good luck!

Whenever you can.
Do not exercise at least one hour after eating and do not eat at least one hour after exercising.
Also, it's not a good idea to exercise just before you go to sleep.
