The real answer is, that it depends on where you live and what your local policy is. Certain council areas have the county council taking care of traffic wardens and maybe your local city council. In some areas, it's the responsibility of the police to handle traffic/parking offences.
That being said, the police still hold the power to issue a £30 ticket for various parking or traffic offences in addition to a traffic warden!

Traffic Wardens who patrol 'on street parking' are controlled by the Police. Whereas off street parking, for example in a council run car park, are controlled by Local Authorities or other private organisations.

Parking attendants are employed by the local councils to enforce decriminalised parking regulations. Traffic wardens are employed by the relevant police force to enforce parking regulations which are still criminal offences. The differences are as follows:-
If a parking attendant is stood writing you a ticket you can get in the car and drive away before they put it on the car and it doesnt count. If its a traffic warden they can either send it to you in the post, or they can order you to stop and if you dont its a srious offence along the lines of failing to comply with the direction of a police officer.
Traffic wardens can give you endorsable fixed-penalty notices for certain offences. Parking attendants cant.
Traffic wardens are legally empowered to direct traffic. Parking attendants arent.
Tickets issued by Traffic wardens are entered onto the Police National Computer. Council ones dont.
Traffic warden issued tickets result in a summons (and possibly imprisonment) if they arent paid. Parking attendant issued tickets are only a civil matter between driver and council and usually only result in a CCJ and bailiffs visiting.
Traffic wardens get paid a hell of a lot more than parking attendants!!! (average £6000 - £10000 more per annum)

There are two kinds of Traffic Wardens in London. Those with the yellow banded hats are in the employ of the Metropolitan Police. All other Traffic Wardens are employed by your local authority.
Both kinds put tickets on vehicles which are illegally parked or who have run out of time on the parking meter.
The yellow bands do the main roads and streets, the local council ones do the side streets.

Traffic Wardens are employed by the Police, they have some police powers. There are some local councils who have parking attendants or parking wardens they have no police powers. if you look at the cap badge it will tell you either council or police force.

Both depending where you live.Police controlled traffic wardens have powers to direct traffic as whilst engaged in doing it if you dont obey the offence is failing to obey the direction of a police constable.

The local council, basically it's just another way of obtaining money from the long suffering public to pay for even more bureaucrats! Parking restrictions are necessary but there does need to be a degree of common sense.
