I lived on the Minnesota/Canadian border most of my life, we're speaking of 50 and even 60 below zero, I've had to figure the wind chills by hand, at 112 and 120 below. The sub-arctic has nothing on us up here. I've had my pipes freeze, all of them for most of the winter, under the same circumstances you've had. Do not use a torch unless your fire insurance is paid. Use a hair dryer, it's not fast but, will work. Put heaters, electrics are the safest. Put heat tape. I would start with the heat tape as much as I can with the highest safest wattage as possible. Follow directions, these can be dangerous too. Do not overlap the wire, I've seen it overheat and burn. Open a connected drain although it will not expand this much. When all the yelling and screaming is over, caulk, put in insulation of somekind, heat tape, something and hope.

There is no obligation, but there is kindness.
If your mom-in-law is being demanding, let her know that you do not appreciate that she is acting this way. Tell her that it would come across better if she asked you nicely. No one wants to be told what to and not to do with their own home.
Ask her if she would be willing to share in the expense. She wants to make a demand, she should be prepared to help out. But let her know that it would still be yours and a part of your home.
You may want to install one for your personal use, but feel that you shouldn't just because she demanded it. This is prideful and wrong to make yourselves suffer because of her demands.
Basically, I would just have my spouse talk to her and tell her that she should ask nicely, and that you are going to install one anyway, but until she apologizes for being so demanding and then asks nicely to use it, she will not have free use of it.

It's YOUR house, and it's HER horses. You're not obligated to do anything unless she is paying you to do it.
Piece of advice, though, you might want to think about putting a faucet on there just to keep the peace.

the faucet is attached to YOUR mobile home. therefore YOU need to regulate its usage and who you want to use it. your mother in law needs to find her own place so she can find other means to water he horses and get out of that entitlement state of mind. or start charging her for water usage. if she objects...she can always leave.

U have no obligations towards that woman if she wants to pay to have it put on and your acceptable with that then go ahead. Her horses r her responsibility not yours.

what does your husband think? i would have him deal with this subject. you just stay out of it. she can't bad mouth her sweet baby boy. she can and will bad mouth you.
