I catch him staring at me and then when he notices I looked he turns away quickly. They've been married for over a year now and he's been doing that ever since they were engaged. At first he asked me out and I turned him down and hooked him up with her and they hit it off real well. I dont know why he does that specially that he looks like a decent religious guy. What should I do?

Although he is religious guy doesn't mean that he isn't a guy. If you are attractive to his eye he would look just as you would like to look at beautiful butterfly. Although you have gotten something worth keeping there is always something else that you wish you could have. True or false?
Don't think that because he married your cousin and settled means that he isn't still looking at you. He might not come on to you because he is somewhat in love with your cousin and probably is thinking twice about loosing her for someone that he isn't sure of. The advice I would give to you is to try not to entice him and also stay away just be mutual because the only outcome of this is a negative one.

If you are staying together either go back to your parents if they are still alive or if you are still studying go to boarding section only if finance is not a problem, otherwise you are going to ruin you cousin's marriage, she/he is not going to blame the husband but you, better get away if possible before salt is mixed with salt, dont be a hypocrite if he insists tell your cousin or if the cousin asks as to why you want to leave find a suitable reason.

Maybe you should have a private conversation with him- but dont bring your cousin into it, things wont go smoothly. Who wants to know that their husband only hooked up with them because he was rejected by their own cousin.
Just tell him that you've noticed him staring and that you are uncomfortable, and if he still does it, just infreequent yourself around him
