Umm, I'm assuming you mean post-bulbar region, which is the area located behind the globe of the eye.

There are many parts of the human body which have the terminoplogy 'bulbar' applied to them. The most likely area, to which you refer, is the duodenum, into which the stomach opens, it is about 25 cm long, C-shaped and begins at the pyloric sphincter. The duodenal bulb is the first part of the duodenum. It begins at the pylorus and is about 5 centimetres long. The distal part of the bulb is located retroperitoneally. The area following this is referred to as the postbulbar region; usually with regard to endoscopic examination, when the endoscope is advanced into the duodenal bulb then into the postbulbar region.
The other area, sometimes referred to in this manner is the bulbar conjunctiva. This is that part of the conjunctiva, a clear membrane of the eye, which covers the outer surface of the eye. The other part of the conjunctiva is the palpebral conjunctiva, which lines the inside of the eyelids. The bulbar conjunctiva is also called the ocular conjunctiva.
