A plastic surgeon or a dermatolgist that performs cosmetic procedures will...it's a cosmetic procedure not a medical procedure. Your doctor probably has some ethical reason why he won't do it. You can't change him but you can change doctors.

If the moles bother you that much, go to a different dermatologist. Do not attempt to remove these by yourself.
