Try to make your husband the only one who feeds your cat for a while. Soon enough the cat will assume that he is the new food source and they are pretty grateful to the hands who feed them.

Same way I take care of new pets. I wash them all (no not all at once) with the same shampoo and conditioner. The same stuff as I use. Hence everyone smells the same and everyone smells like "mommy." I don't think your husband would mind smelling purty if you offer to bathe him too...
Then, if your husband is comfortable doing this, have him hold the kitty gently but firmly in his arms/lap. It takes a lot to keep a snarling/spitting bundle of fur and razors still without gettingf a little bloody. It is necessary for the kitty to learn that he doesn't mean her harm. This is how I adopt feral cats. You hold them and pet them and cadjole them and say sweet nothings to them and don't let them go until they stop struggling.
Your cat has a phobia. And all cats are stubborn - you must break this little problem by forcing your cat to deal with her paranoia. The only thing you risk is a bloodied husband with tousled hair. Who knows, it may even be entertaining.

Usually cats have a good sense of character. They sense things about people, that humans can not.
My cat runs out of the room from my 8 year old son. Probably because he senses he "might" try to harm him.
The loud voice should not scare the cat again unless he has been scared of the person before.

One good idea is to let your husband feed her her favourite treats. My cat LOVES temptations. Or get him to feed her regular food. One important thing is for him to get down to her level(lay down on your back and act like a cat). He may be reluctant to do this, but the cat may find it amusing. Spending lots of time with her will also help her to get used to him, best to let him spend time alone with her. Cats can sense peoples inner emotions, if he has stressful work days, this may stress her out. Just relax and think peaceful thoughts. Good luck.

Cats are highly territorial and there's no possible way to change that. She is used to you and only you as her owner and now this stranger has moved in to HER house. Have your husband be the one to feed her or change her litter box. If you step back and let him do the nurturing as far as feeding and sanitation goes, she will eventually (mind you on her own time!) become used to his scent and presence.
One of three things can now happen.
1.) Give her to a new owner (I don't see you doing that!)
2.) Just continue to love her and let your husband exist within "her" world
3.) When all else fails, give her time
There is no rushing a cat, they do things their own way and time is all you can give.

Cover your husband in cat food - it is probably his smell. If he works in a dirty factory / mechanic / etc, have him shower before he gets home. If that is not the case, I would still cover him in your perfume maybe or something like it. Cats sense more around them than sometimes we see - maybe your cat senses that your husband doesnt like her. Also, the cat could have anxiety problems and needs kitty prozac. lol, or get another cat and give it someone to bond with to feel more confident around. - Sometimes cats get jealous of each other and if one is getting attention from your husband, the other will seek it out as well.

Get him to give her treats and feed her. I feed my cat and she likes me better than my b/f. We adopted her when she was 4 yrs old.
