In general, fraud and corruption are present in every government on the face of the planet. As for rampant, well that depends on what you are comparing.
As for $10,000 for a month of hazardous duty. Let me ask you to remember that this person is probably having to pay a mortgage and bills back home in addition to what he must live on in Iraq. And since he is a civilian, just imagine the cost of his health and live insurance! Even though he gets about $2500 a week, how much is left after he gets taxed? At a rate of $120,000/ year, that falls well above the 30% tax bracket. So conservatively you can expect the fed to take about $800 in taxes leaving $1700 and then his home state will take a nibble.
By the time he gets to the bank, he will probably have about $1250 each week, which is nothing to sneeze at, but hardly an alarming figure. He's taking home about $60K per year. So your point is?.....
I was once offered 11,000/month to work in Tokyo. Tempting, but after researching the cost of living, it just wasn't worth it. Maybe if I was single with no house to pay for, things might have been different. The point is that working overseas draws a high salary (yes, even for just driving 2 miles a day) for a good reason.

Let's see. Billions spent already and no security, infrastructure, oil flowing out; and halliburton has around 60 percent of the contracts. No, I don't thnik there's any corruption. Sounds like it's going fine to me.
Oh, that truck driver probably gets shot at during that 2 mile run; i think i would have to be paid a little over the going rates too.
