when the war has been concluded through diplomacy or combat or when the pelosi/reid regieme need the conflict to shift here and do the cut and run to villify bush more.

The troops cant be pulled back until there is a semblance of law and order in the country.

Anything short of that will be construed as an American defeat and as such no American president - Republican or Democrat will do such a thing.
