Sometimes when you cut a part of your body, when the skin grows back it doesn't grow back properly and will leave whats called a tag. Its the same with armpits, if you shave them and cut yourself without realising, when the skin heals it doesn't heal properly and leaves a tag. They are harmless but just annoying. They can be removed by the doctor depending on their size

Been telling fibs?

Flaps like this with pain or not should be looked at by a physician. Some forms of mouth cancer start like this, as non painful oval spots. They later become sore and the tongue deteriorates affecting speech and eating.

Don't ignore this take action now it could been the difference between early cure or too late to save

From your description, it sounds like an elongated taste bud to me. I certainly wouldn't bite it off; that will hurt like the dickens. The next time that you go for your 6-month dental check-up, ask the hygienist. Odds on that it's something quite common.
