Movies or TV is a great way to go. You can also do a lot of reading. You want to try to immerse yourself in the language and try to ues less of your native language. In the end, the best way to be good at English is to make your own sentences as much as you can. Speak without worrying too much about mistakes or else keeping a diary. You'll become more fluent but it may be hard to tell.

Go live in a country that speaks only English. Never speak your native language for a year and you will learn it pretty quickly. You have to go out everyday and interact with people on the bus, in the park, at the fast food restaurant, the drug store, the supermarket and everywhere you can think of. You will not like the experience at first, but after a while, you will get it eventually.

Perseverance :)
try to use it as often as you can: if you can move to the english-speaking country; otherwise: web chats, emails etc; TV, music, books, just surrround yourself with english untill you start thinking in it. you can also try writing a diary in english.
all these 'tricks' worked for me.
