I know nothing.Anyone with experience please tell me some steps that would create an inter-state, inter- provincial regional environmental group or agency.(hopefully with govenmental support or patronage)

First you need to have a few more like minded people who are interested.
Next look out for diffrent environmental related problems in the area and their possible solutions.
Your group of associates can work on these problems and try to create public awareness if required.
Once people see you are doing some good, positive work and giving good results soon more people will join and you will have a good organisation soon.
Keep one thing in mind - you should name your organisation keeping in mind the area of work you chose like we have named our organisation Narmada Ecology and Welfare Society (NEWS) keeping in mind our area of activities which include developmental work for forest dwellers and other conservation activities especially saving our forests and Tiger and since our region of work is around Narmada river in central India we have chosen her name.
