Not quite sure of CITIZENSHIP, however you can get him residency, by filling out the application I-130, file for family member...Checkout what i found below...

Purpose of Form :
A citizen or lawful permanent resident of the United States may file this form to establish the relationship to certain alien relatives who wish to immigrate to the United States. A separate form must be filed for each eligible relative. Please note: USCIS processes Form I-130, Petition for Alien Relative, as a visa number becomes available. Filing and approval of an I-130 is only the first step in helping a relative immigrate to the United States. Eligible family members must wait until there is a visa number available before they can apply for an immigrant visa or adjustment of status to a lawful permanent resident.

Yes, you can sponsor your brother if you are at least 21.

This is from www.uscis.gov:
Eligibility
In order for a relative to sponsor you to immigrate to the United States, they must meet the following criteria:

They must be a citizen or lawful permanent resident of the U.S. and be able to provide documentation providing that status.
They must prove that they can support you at 125% above the mandated poverty line, by filling out an Affidavit of Support

If the sponsor is a U.S. Citizen, they may petition for the following foreign national relatives to immigrate to the U.S:
Husband or wife
Unmarried child under 21 years of age
Unmarried son or daughter over 21
Married son or daughter of any age
Brother or sister, if the sponsor is at least 21 years old, or
Parent, if the sponsor is at least 21 years old.

He will have to be a lawful permanent resident for 5 years before he can apply for citizenship.

It will take quite some time to get him his residence visa because he is in the 4th waiting category. All immigrants, except US citizen spouses, must wait for a visa number to become available.

you have the right to file for a petition for your brother but it depends on his situation: if he's below 18 and single, it will take about 5-10 years, if he's above 18 and single maybe 10 - 15 years but if he's married and with kids, it would be a very, very long process, i think. around 20-25 years. This is only to become a legal permanent resident. citizenship is another 5 years or more, it also depends he pass the citizenship exam.

Yes as a U.S citizen you can petition for your Family member to come and live in USA.
it's a waiting line up to 10 years to get a Green Card then he need wait 5 years to apply for Citizenship on his owe!!!

A US citizen through marraige? You either are a US citizen or you aren't. Once you are a citizen the marraige part doesn't matter. If you only married a US citizen, you aren't necessarily one yourself.

If you ARE one, you can petition for your brother.
