There are 4 hire car firms operating from EM airport : Enterprise Europcar National & Hertz. I've been pretty impressed with Hertz the times i've used them, but I don't think there's an office in Hartlepool. Enterprise do have an office in Hartlepool and allow one-way hires, but these can't be booked on their website, you'll have to phone them up (which will probably force the price up)

yes, probably.
You will probably need to contact one of the big hire companies 'Hertz' for example, who may have a car hire outlet close to hartlepool and also an outlet close to EMA.
as with any service which is 'non-standard', you may have to pay a bit extra
