What would u suggest? Is using a jump rope good at all? Cause that is cheap but it would be loud to the people below me. I have a bike for inside exercise but i wanted to add more to my routine. I thought maybe jump rope and weights just small ones for my arms? What do you think? What about lunges?

you can actually get a full workout with just a simple adjustable dumbbell set. I'd stay away from jumprope in the apartment but it is great cardio. Lunges are great leg builders but there are many many more muscles to work and techniques. A good routine will work all your muscle groups in a weeks time. Doing one to two muscle groups a day ie legs, back, biceps... you don't have to do shoulders every week and suggest not because they get worked with many other exersice techniques like when doing chest or triceps and can be overworked easily.

Lunges are good (and quiet). If you have any steps in your apartment (i.e. sunken living room) you can go up and down on the step for a good leg and cardio workout. If not you can buy a step at WalMart for a good price. One-leg squats are good too if you have a chair for balance. You can prolly buy some cheap cardio workout tapes or DVDs - they're all pretty much the same. Just to get your heart rate up for 20-25 minutes. Weights are good as long as you are very strict on the movements - i.e. keep the weight low and make sure you do the movement correctly and under control.

Yoga is great and so is a jogging trampoline.
