They cook the beef and then "flash freeze" it.
The remove almost 100% of the moisture (water) in the product by evaporating the ice/water in a special machine.

It's put in air-tight packaging where it is protected and can't degrade (from air or moisture)
When you open it (even 15 years later) it will be exactly as it was when it was packed.

You add water (to replace what was took out) and it will go back to how the food was intended to be. All the flavor and nutrients will be there just as if you had cooked the beef and ate it right away.

It is only harmful if the package was punctured and air or water got in. If it's been left in really hot or really cold temperatures which would possibly degrade it (but it's usually okay, just doesn't taste as good)
OR, if you are allergic or sensitive to sulphur dioxide, which is usually used in packaging as a preservative and to inhibit bacteria growth.
You would probably know if you were since it's used quite a lot of packaged foods.

It is perfectly safe as there has been nothing to rot the food, even years later!

The beef is cooked and while worm it is put in an air tight chamber and the air is sucked out while it is frozen rapidly. This way it preserves the shape and texture and preserves cavities were the water was so it can be re-hydrated (add water) and eaten.

There is no reason why it would be harmful as long as it was sealed and desiccated (dry). I would cook it anyway and add water.
