As has already been said the restaurant is called the Jules Verne.
The view, in my opinion, does not make up for the price which can cost you 120 euros a person (without wine) for the eight-course menu dégustation. The food is however quite good.
As for proposing, here's another suggestion.
First. rent the movie "Desiree." In the movie (set in the time of Napoleon) Michael Rennie and Jean Simmons have this wonderful romantic meeting on the Pont Alexander III.Its said to be one of the most beautiful bridges in the world. (Its not a very big bridge). Make a point of calling attention to the bridge.
Now go to the bridge in the evening when the surrounding buildings are lit up along with the Eiffel tower which can be clearly seen from the bridge. It is a VERY romantic place to be (especially if you've seen that movie). That's the place to propose! (and its free).

you have a restaurant on the eiffel tower,I think it's on the 2nd floor, it's called le jules Verne. It's pretty classy and it's a great place to propose. You must make a reservation and it's not easy to get a table, you should ask for a table near a window (great for the proposal).there's also a nice restaurant on the first floor but I don't remember the name. Don't forget the reservation and btw the restaurant is pretty expensive about $100 per person.Hope it'll be really romantic!!!
