Is this something you are born with or can you develop it over time? I want to know what art lovers are actually thrilled by. What seperates Picasso from Monet and if I get some art work commissioned, how am I supposed to estimate it's value and pay the artist?

There are indicators about the artist's skills, like application, use of colors, confident brushstrokes, composition, theme, technical achievement...each of which can be learned. Putting them all together and making art is another matter...that means using some or all of these attributes together with creativity which may or may not be teachable. I don't believe that persons are born with anything but a creative mind if they are so bent. The rest they have to learn by doing or by show. Self taught artists can be very good, better than formally educated "artists." What thrills is freshness, innovation, combining the basics in new ways, creating new contexts, creation with the absence of any existing "isms." When you commission a piece, chose an artist that has already produced work you enjoy, ignoring any thoughts about future value. If its good, really good, it will appreciate. If not, you will at some point have learned the why of your initital attraction and then appreciate your evolution from a novice art lover to one who can distinguish good from not so good art.

History and symbolism are key in evaluating art. These things help you to understand the significance of the work. There are elements of art such as shape, value, line, color, etc. that are used to determine the composition of a work. I would recommend a book called Living with Art by Rita Gilbert. It will teach all the basics of art.
Usually, the artist will determine the price b/c it's based on the materials that he/she uses and on the amount of time spent.

If you love it, it's GREAT! Don't buy art for investment. Buy it because you love it, because it stirs something inside you. If you like the artist's work, pay what s/he asks.
