OS is Win XP pro SP2. The above happens only for one user. How can I restore it?

Someone might have intentionaly removed it.
To put it back. Right click to an empty space toolbar. Point to CUSTOMIZE...
Then go to Tab: COMMANDS
In first list box you will find FILE, click it.
This will show the buttons in the file menu at the other list box (beside the first).
Find and drag the Save Button ("Brown Diskette Icon") up to the File Menu and Release the Right Click to the Unfolded menu blanket.

better u re-install office 2003
because office 2000 with some service packs is equal to office 2003 its very good and cool dear

you should try control S or reinstall it
