It's not a defribulator. It's a small device with two adhesive pads that can be placed anywhere on the body to artificially fatigue a muscle or muscles with the use of electricity. It usually has a control dial for each pad with a setting of 1-10.

A Stim-pack? That's what we always called it when the training room hooked us up for muscle spasms. It sounds exactly the same as what we had and I don't think there's any scientific name for it.

Edit: yeah, TENS....that's right.
