I dont know if you have your heart set on real flowers but here is a site that seems to have god prices on silk flowers. personally, I like the idea of them better b/c in 50 years you can show your grandkids exactly how your bouquet looked!

If your not totally against silk flowers try ebay. You can find whole bridal party bouquet sets designed in your colors for less than $100. For my wedding i got a cascading bridal bouquet, 5 bridesmaids, 1 toss, 4 corsages, 8 bouttiniers for $75. Four years later my bouquet looks just as beautiful.

Use silk flowers. Much cheaper than real. Can go to Michaels or AC Moore and pick out everything you want in the bouquet and they'll put it together for you. Also, I got all my flowers from www.bridesbouquet.com. They have package deals and supply everything, brides bouquet, boutennieres, centerpieces, etc.

There are several ways you can go with a bouquet. A Bouquet can be any price because it can be totally simple...like an orchid held on a bible, or a Rose carried with a ribbon tied on it...etc....
or it could be out of silk flowers that look so totally real you can't tell it isn't....some brides like them because they can save them for later ...and you can put live fern and baby's breath in it and you won't be able to tell it from real flowers....
or you can make your own....but be cautious because part of the "know-how" of making one is keeping it fresh for the day of the wedding...a florist knows how...but will usually make one for any cost....just tell them what you want to pay...they will tell you how to do it.
Just noticed you said "bouquets".....so if you are referring to bridesmaids...or the aisles, etc...
you can make bridesmaids anyway you want. One of my daughters had wood violins with silk flowers across them....more a craft, than a bouquet...they were lovely. Or use a fan....or a parasol...etc....
Or make silk bouquets tied with ribbon on the pews....make them detachable.....put real fern in them at the last minute...and after the wedding...use them as table centerpieces.....or put a candle in the center of them on the tables. Silk flowers should look real, but can be found at dollar stores, etc. Find someone who is good at putting them together.
Also save money by making your own pew bows...easy to do...takes 5 yards per ribbon. attach with pipe cleaners.
You could also order the flowers at a store like Walmart or a market that sells flowers...buy them in bulk...like carnations, keep them in water and have someone tie them together the day of the wedding.....it is the wiring (the labor cost) that makes bouquets expensive. Do something simpler and even the florist will be cheaper....or try leis...you just put them over your head and they are less expensive...just need to be ordered ahead of time.

I'm not sure where you are located, but you should try to shop for your bouquets in a flower district, or somewhere where flowers are sold at a discounted price, ie; a wholesale werehouse. Buying loose flowers and trying to put bouquets together yourself will definitely save money. If you're unsure how to arrange them check online onsuch websites like theknot.com or marthastewart.com.

My florist ordered my flowers in bulk. The ones she did not use for bouquets could be used other places and it saved a ton of money.

Real flowers, well already made up bouquets at flower shops or grocery stores. Home depot maybe.
Fake flowers, a arts and crafts store like "michaels". It's better when you can make your own anyway.

Get your bridesmaids together and go to the grocery store and buy several bunches of flowers. Then go to the craft store and buy ribbon etc. and have yourselves a bouquet party. Every one will get what they want and you will have a fab wedding with gorgeous flowers for everyone!

Not sure where you are but here in Australia the second you mention 'wedding' the price seems to go up 30%. I had a girlfriend buy loose fresh flowers, never mentioned the word 'wedding', got them at a decent price and just had a really arty creative friend put them together! She save herself a stack of money! Good luck to you!

deal w/ wholesalers. go to costco.com or samsclub.com - better yet check out growersbox.com and you can get pre-made bouquets for a much lower price...
