or does everyone have to file no matter how little they make?

It varies. The short answer is, if you make less than your standard deduction and personal exemption, you probably don't have to file. This is because you can't have a tax liability with that income. If you have federal income tax withheld, you should file anyway. You can only claim a refund if you file. Pages 12 and 13 of the 1040 instructions have charts to determine if you must file.

personal exemption + standard deduction

(3300 + 5150, if you're single)

If you have sources of income other than wages, you may have to file at a lower amount, especially if you have your own business and owe social security tax.

are you the dependent of someone else or do you claim yourself?

if someone else claims you, then file if more than $5,150
