Blue can be made in many shades of cayan and also white. Are you sure this isn't a trick question? blue ink is blue ink...even that has some red in it...

It's a trick question. There are a multitude of chemical and actual chemical processes that happen from when the ink leaves the pen and goes onto paper. Ink is not a dye, and modern blue ink when it's made, isn't even blue or has cyan blue or any other blue chemical in it, it's made to turn blue in a chemical reaction on the paper.
This something he'll have to go and look up in a library.
The teacher will know if he fakes it, so if he doesn't want to do what she knows will be hard research then it would be better not to do it.

Blue is a primary color. You can add cyan and yellow to get different shades. Unless she gave you a specific ink, I would just say blue. I know it sounds simple, but unless she is more specific, there are millions of shades of blue made by different manufacturers for different purposes, so go with what is universal. Blue.
