If you live in the USA, then silencers are legal in 36 of the 50 states. Do not listen to idiots like renderman50, H and Tube Dude. Todd V’s advice is not very good either. The last time I looked at the anarchist’s cookbook, the silencer designs in it sucked.

No license is ever required to buy, sell, own, or make a silencer, just the proper ATF form 1, or 4. These forms just prove the required tax ($200) was paid and that you are the legal owner. I make my own silencers using ATF form 1’s.

If you live in one of the 36 states that allow civilian ownership of silencers (more properly called suppressors), then your best bet is to order one online or from a licensed dealer. You can get a decent one for under $200 (plus the $200 tax to the ATF). The dealer will give you an ATF form 4; you take this form to the local sheriff and ask him/her to sign it. Return it to the dealer along with passport sized photos, and two fingerprint cards. The dealer will send the form to the BATFE and it should be approved in 1-6 months, then you get to take your silencer home.

If you have access to a lathe, making your own silencer is a fun option. Just download an ATF form 1 from the BATFE, send it in with the required info, then build the silencer after you get it back approved. The $200 tax is also required to be paid to make.

Start with aluminum tubing for the body and bar stock for the end caps and the baffles. It is very important to make the end cap that screws onto the barrel very straight, or else you will get bullets striking the baffles which leads to poor accuracy at best, or wrecking the silencer and injuring yourself at worst. The best baffles are those that have a cone shape. It is a good idea to practice on a lathe first. You can only make the silencer once, and not replace parts without paying another $200 tax and another ATF form 1.

Without a manufacturers license you cannot legally do it. That being said I have heard the pop bottle thing might work a little. There are many stupid things online and I can't warn you against all of them..... but steel wool is flammable take a lighter to it.

I know that silencers are expensive and in some states illegal. That is a real shame but it is the way it is. Don't break the law join the GOA/NRA and change it. We have made quite a bit of progress in the last 10 years. In many countries with tougher gun laws than us silencers are seen as polite and no big deal. The point is that silencers are as regulated as they are because gun owners who don't want one won't stand up for someone who does and because all gun owners don't dream of the day when it is not as regulated. To this I say (patriotic music in the background) dream on!

I can tell you how to make a sound suppressor. Take a 20 oz pop bottle, cut about a 2" hole in the bottom, lightly stuff the bottle with fiberglass insulation, make sure not to stuff it to tightly it will affect your accuracy.
If you have a front sight on your 10/22 you will have to notch the top of the bottle for the sight.
you may have to shim between the barrel and the bottle for a good fit, wrapping the barrel with tape works fine.
This system is only good for one or two shots, then you will have to put more insulation in the bottle.

ok, like every one has said making a silencer is illegal, but if a person was just curious about how to make one then here are 2 different ways, one very cheap way and one that requires some labor.
the cheapest way is to take the cardboard roll from roll of toilet paper and fill it with milk jug caps (the pop on ones, not the screw on ones) then using duct tape tape it closed on one end and tape the other end as straight as you can to the end of your barrell. the first shot will make a hole throught the caps and all following shots will be very quiet. you will lose some accuracy but will still be very effective under 25 yds.

not so cheap way is to remove the stock and drill a small hole into the bottom of the barrell all the way into the bore, then ream out a chamber in the stock where the hole will be on the barrell, you want the hole in the barrell to expell gas into a chamber in the foregrip of the stock. put your hole about halfway to two-thirds down the barrel from the chamber. this will not completely silence but it will supress and is still highly illegal and i wouldnt recommend trying either of these methods without proper liscencing, but if you were to make a homemade silencer then thats 2 ways that a person could do it.

Silencers for guns are illegal in the USA, period. Why do you even want one?

If subsonic ammo will cycle through your particular Ruger 10/22 then try that. It cuts out the sonic boom making it a bit quieter to shoot.

Don't do it. Silencers are illegal. You could be arrested, your gun confiscated and you would lose your right to ever own a gun again.

Don't give gun ownership a bad name. Protect the Second Amendment.

Suppressors are perfectly legal in the US, all you have to do is get the proper license.

As to why he would want one, isn't your concern.

To the OP....do a web search on "pop bottle silencer". You'll find all the plans you'll need.
