Yes. It is Economics 101 where you learn that every asset will be consumed by processes with the lowest value.
For example, if water were free, I would hook up a small electric generator to my spigot and let the water run into the drain while I generate power for my house.
So the price of water MUST be allowed to float to a price such that it is used in the way that has the most value. Otherwise, it will continue to be wasted. Economics 101 -- something so easy to understand our politicians will never get it.

I think we are being had so we pay for the dams !!!!!
all the governments should have had more dams years ago because we have thousands & thousands of more people coming here every day & we have only the same amount of dams especially in Qld, so no they should pay for their own dams
plus pay for our tanks as well because they had tanks 40 years ago & they were made to get rid of them in the cities when they got sewage
