Actually, small wrists are very becoming!
But if you want to strengthen them so they become larger, the easiest thing to do is grab a tennis ball and use it as a stress ball!
Carry the ball around with you as much as you can and continually squeeze it. You will get resulting in no time!
As an avid tennis player that had seriously small and weak wrists, I was told to do this exercise. After a while, I know longer needed to use a two-handed backswing!

really you can't do a whole lot. You can get your forearms bigger and definitely more defined but if they are not huge they probably will not get huge. You can look up exercises and devices (Captains of Crush). Don't bother with grippers you can get at the store. They are a waste of time. Also don't do 3 sets of 30 or 60 on a gripper. You need a harder gripper if you are doing that. Read about pinching strength and gripping strength develop both. There are two kinds of wrist rollers one you can use with palms down (just a dowel rod) the other you can use with palms in. Use both. If you hit your forearms many different ways with heavy weight you are going to have so much form that people will really notice and be impressed. For me I can only workout forearms twice a week before I am over training. That being said in three months I could break bones with my grip and I had less pain when I typed.
One other suggestion use fat bars if you can find them and a towel whenever you can. Use a towel instead of a bar when you are doing chin-ups, tricep extensions, curls, whenever you can use a towel. This will serve as active rests when you are not doing forearm exercises.

use free weights. start with a weight you can do with as much difficulty as possible, but make sure you can go through the entire motion smoothly and fully. do this. take the two freeweights and, sitting down normally with your wrists slightly beyond your knees, curl up (palm facing upwards). do this around 8-12 times for 3-4 repititions every other day. also do the same thing the same amount of times but with your palms facing downwards. the every other day thing is very important. also, try a device in which you tie a heavy weight to a wooden handle with thick rope and try to pull the weight up to the handle with the handle fully extended at shoulder height.

you can build the forearms but you cant build the wrists. start doing wrist rollers with 5 and 10 pound dumbells and in no time you get some definition and some size.

You need to do exercises, and tone your wrists and forearms. Look up work outs ofr whatever region you want to target and take it from there. Good Luck!

those grips u squeeze on work out forarm and wrist
hammer curls also work out forarm

i had the same exact problem. my answer; dont do anything. just wait it out. my guess is your in your teens or early twenties. you may just be a late developer, or its your anatomy. either way, let yourself BE yourself. some people got big noses, others have hairy ears. drop all the nitpicking bout yourself and accept the things about you that you dont like. youll be much happier.
