Probably not, but if you look around, there are several sites that will tell you of some crash diets (NOT healthy!) that can help you lose a bunch quickly that you will likely gain back.
But, if you want to go the healthy route, try what I did: instant gratification.
Basically, you find something that you really enjoy (in my case, chocolate), and don't allow yourself to have it unless you work out. Or earn it in some other fashion. If you snack on celery all day, a Kiss won't hurt. Just make sure that if your motivator is a food that you only use it small portions.
That's just a way that I found works for me as far as excercize goes. You find after awhile that you just HAVE to have that chocolate, and you'd better go run. Plus it feels good to have excercized and you don't feel guilty for enjoying a fatty food.
I know this doesn't help much in the 3 week range, but for a long term diet, it works really well.

Yes it's possible but not recommended. What's the rush?? If you want to keep it off then go for the long haul and do it in six weeks. If you run about 20 to 35 miles a week and stick to fish, chicken, vegetables, fruit and lots of water you can lose the weight in no time at all. But then the tendency is to go back to what you normally eat and you will gain it back. Losing weight in the beginning is the easy part. Keeping it off is only permanent if you change your lifestyle. Change the way you eat and your activity level and you will change your life. Not only will you look better and more fit than anyone else, you will feel better, think better and have more energy than imaginable.

get skinny quick diets like that enable you to lose weight quickly, but when you stop the diet and start eating normally again the weight comes back fast. The only way to lose weight is to burn more calories than you put in your body/day. I suggest this regimen:
1. drink a lot of water.
2. eat breakfast at 6:30 every morning
3. keep your heart level up for at least 2 hours/day
4. eat lunch consisting of fruits and vegetables and meat at 12:00pm
5. eat a snack at 3pm of fruit
6. eat a light supper no later than 6:30pm.
The reason that I say start at 6:30am is because it will stimulate your metabolism and the earlier you eat, the more breakfast you can eat
The reason that I say at least 30 min of aerobic exercise/day is because the longer that you keep your heart rate up the more energy you burn.
The reason that I have put you on a schedule of times to eat is because this schedule keeps your metabolism up. The later that you eat supper, the more likely that the calories that you consume at dinner will turn to fat.
I suggest a lot of water because it has no calories and it aids the digestive process. I suggest fruit and vegetables because they do not have many calories and they digest easily.
Eat nuts in the morning because they are difficult to digest and will keep you full longer.
Good luck getting into shape.
By the way, if you run for at least 30 minutes/day you can go out to eat 1 time per week.

It is possible. Through proper eating and aerobic activity. At first, it's usually water weight. But after your body adjusts, it'll start burning up more adipose tissue. However, if you are already thin and want to look like Nicole Richie, those 10 lbs may prevent you from having more problems than squeezing into those size 2 jeans.

Most people say that is healthy to lose 2 pounds a week, which in your case, would be 6 pounds. (This could also be 3 if you just lose 1 pound a week)
But, it really isn't healthy to lose more than this in a week, and not to bring you down, but most likely you will gain it back.

In my opinion, being healthy is better than loosing weight. However, the healthiest wieght to lose per week is probably about 3 pounds. The best way to do it is to basically stick to a high vegetable and fruit diet as opposed to junk food. Mainly eat fruit and vegetables for snacks and breakfast and lunch. Its also to have protein as well, so eat lots of LEAN meat which is meat that is very low in fat. Additional to that is to excercise for atleast 20 minutes whether its something like jogging, walking, etc. You will notice results in about 3 days, however, its important to stick to the diet and program in order to stay more fit.
Good luck. =)

I've lost 5 kilos in my first week. It's my 10th day and I have included salad with some protein (eg. egg/ lean chicken) as you suggested. After 4 years of trying, the fat is finally coming off. It truly feels like magic!
Get started today!

Depends on your weight to begin with. If you are extremely overweight, then yes it is possible but it will probably be mostly water weight. Cutting back on daily calories intake will usually allow you to lose 2-3 lbs per week.
