1. Babylon The Great is the harlot who is among other things responsible for the death of all the prophets of God.
2. One would think that under God's direction one would find the best organization. Therefore , the true religion would be organized.
3. Satan the devil too is organized, is God's worst enemy and is ultimately responsible for the deaths of God's prophets. Satan also began false religion in the Garden of Eden. (as if to say, "Don't believe what God says, believe me over him").
With these in mind it seems that the entire world of FALSE religion is the harlot. This harlot sells favors to the kings of the earth. Among other things, false religion has blessed ungodly wars to the great pleasure of the political leaders of the earth.

It varies from generation to generation. It represents, like a harlot, one would sell themselves for gain.
Today, one would say America fits that description. We sell our peace for violent movies, our children for fast foods and sugar, our intimicy for sexual objectification.
In John's time, it represented Rome.
You may want to check out Hosea. He was the first OT writer who dared to use sexuality in terms of God and his covenant relationship w/ Israel. It is likely the harlot imagery derived from there.

Please don't get caught up in trying to place figures in revelations- it is a dangerous and unspiritual game to play. Read Johnathan Kirch's A History of the End of the World- It talks about 1500 years of Christian misinterpretation of the book of revelations ending in the deception, murder, and suicide of thousands of people. Listen to the spirit and do not be deceived!

You don't cite a verse, but it could be the goddess Ishtar (or Astarte), or it could refer to Rome.
