you may need to give some additional information...
If you want cars to come through... put up some roads and a gas station...
If you want commerce... you need to decide exactly what it is that your city has that the consumer can't get anywhere else... and market it... tell everybody that you have the only thing they can't get somewhere else... my best advice... talk to your town's local business leaders... one of them may have a genious idea on how to boost commerce and traffic

make a highway that cut through your city. Smuggle stolen cars in and sell it filthy cheap to attract more drivers

Well it depends wheather your city is on the highway or riverside of countyside. Depending on that you may build malls, resturant, cafes, motels etc. and do some marketing.
