If I'm standing, I pull on the hem of my pants in a way that the seam scratches the itch for me. That way it looks like I'm just hitching up my pants.

If I'm sitting, I kinda squirm on the seat to take care of the issue.

Completely ignore it, becaue if you scratch it, it will only itch more. But, if you must, excuse yourself to the bathroom. There's probably a lot worse going on behind other closed stall doors. What's worse is if you have boogers in your nose, and you could wait, but then you sneeze, and you have to cover up your nose and walk into the bathroom looking like a wierdo. Or when your nose is running really bad, and you can't get to the bathroom fast enough, so you have to tilt your head back so you don't get snot near your mouth. Being human is gross, sometimes.

Go to the restroom, enter the stall, and scratch the itch.
Exit stall, WASH HANDS THOROUGHLY WITH SOAP AND WATER. Leave refreshed.

I pretend to adjust my pants. Then I reach my full hand in there and scratch away. Then I adjust my pants for real.

If you take a bath or shower regularly, and wash the area, this should not occur. If it persists, see a doctor.
