No, sometimes the "would be offended" person doesn't even think about it as being offensive so when you say that it would make it worse.

I don't think it makes the statement any less offensive, but it does let the person know that the statement wasn't directed at them, so I don't think it's a useless thing to say. One of the worst people for using this is Simon from American Idol. He loves to start off his sentence with "no offense" or "not to be rude", and then usually follows it up with a very rude statement about how horrible the person is. I laugh so hard at how often he does it.

I personally think this is one of the most spineless ways to say what you really think. On rare occasions, people use it when they have accidently said something that might be offensive, but didn't realise till thay had already said it. On these occasions, I think it's OK, and "sorry" should be included, but most of the time people just try to use it to get away with saying whatever they want.

Honestly, saying no offense is pointless because to offend and then take it back is a terrible habit. you still mean wrong for the person or else you wouldn't have said something offensive in the first place for you to say no offense immediately after.

No. In fact, saying "no offense" makes it clear that the speaker is saying something offensive and they know it. It's very rude.

whilst somebody says no offense, it potential that they think of what they stated became into offensive to you. I nonetheless take offense, yet a minimum of the guy found out what they stated became into impolite.

I think there are times when it can be used viably. But those are few and far between. I have used it in a situation and got a good response which is of course the only good response, "None taken".
