Atlanta Georgia has never seen temperatures of -32'F. The record low was 13'F set back in 1917. The average high for this time of the year is around 55'F and the low is around 35'F. If you meant under 32'F, well it all depends. There are some days in the winter that the temps can go below that. Theres really no set days.

That is a very relative question. Do you mean how many times a year does it happen? Well it is a fairly regular thing between mid November and Mid March. I would say during this time that 2/5 of the nights dip to 32 or below. So that is about 50 nights a year you will see freezing temperatures. Now if you mean during the day it still being below 32 (so that snow stays on the ground). There are few days that once the sun comes up it does not get up at least into the upper 30s. You could say probably about 10 a year where by mid morning it has not warmed up considerable. Now if you mean the number of days where it stays below freezing all day, this is amost never. You may get that 2-3 times a year if that. It is very mild here. Hope that helps.
