weighted dog collars are normaly used when training a dog for pulling, and sometimes for show, depending on the dogs look, mostly used in the working breed dog class. It is something you should discuss with your vet to get started in the correct direction and weight used for your dog. There are many trainers that use this sytem along with weighted pulling harnesses. If you do a search on the internet you can find what you need but get your vets ideas and thought for what your trying to come up with. I added a couple of links that may be of interest or help

Why are you trying to build up your dog's neck strength? If it has a medical problem, you should take the dog to a vet. Otherwise, weighted collar sounds unecessary and potentially harmful to your dog.

a collar is the wrong way to go. the neck is already the strongest muscle on a dog. you need to contact a weight pulling competition site for safe, correct information. any competition should begin with safe methods of training and keep a pets well being the first rule.

Exercise is the only good way to build up a dog. Building up his neck is a silly idea, cause then he can pull harder on the leash when you walk him. Unless you are one of those types that have a dog and you walk around trying to impress everyone, and need the dog to be big and threatening to show people how tough you are ( or aren't ) ... A dog should be build only naturally,
and in a balanced program.. Not merely building up the neck..

There is no such thing as a weighted collar for a dog. Purchase a 2 inch collar on Ebay and then tie him to a tree and play with him so he will lunge against the collar to get the toy you are offering..

In the meantime be careful as he is sure to get a bite of you too.

GOOD LUCK

Why would you do that to your dog? Think a little here...
Go for a round routine that will improve your dog's whole general health.
