Let's assume for the purposes of an example that the external drive is the "Z" drive.
From the DOS prompt, type in:
format Z: /FS:NTFS
That'll do it.

If you haver data on the drive that you do not wish to loose, you can convert it to NTFS rather than reformat ..
If the Drive is Z:
at DOS/CMD Prompt type :-
CONVERT Z: /FS:NTFS

You could also try right clicking the drive and select format. Then select File system which should give you alternative file format.
