Laser surgery, but even then, it doesn't always get rid of all colors completely and you would have a 'ghost image' scar of the tattoo.

Best advice; think before you ink.

They can certainly laser it off, although it can cost several times what you paid for it and take several sessions to remove it, and it may not still be fully removed. It depends on what colors are used, hope deep they are embedded in your skin, how thick the lines are, etc. With technology improving at the rate that it does, I imagine the tattoo removal technology will make strides in the next few years and probably also become cheaper to have it lasered off as other technologies emerge.

You can get another tattoo over an old tattoo sometimes or add designs around and through the old tattoo if you are tired of it.

yeah. You can go to a plastic surgeon (which i do NOT recommend) and they can lazer it off for you but they way overcharge you. there are a few people in the tattoo world that have the machine to remove your tattoo by lazer and they usually only charge about 100 per treatment (10-15) treatments. Black is the easiest color to remove.

Laser treatment. I said treatment because it could do more than one time depends on the depth of the ink and color usage.
