I can not recieve phone calls but can call out?

I added a new phone line and was having this trouble before. I got everything whereI was able to call out and recieve calls but now I can only call out. when calling in it rings once or twice then just goes dead. I had a line that i was terminating but was still hooked up to my outside distribution box. I wired that to a new phone jack and had the same trouble(unable to call in). I kept messing with the 2 lines and then it worked but now it isn't. Any Ideas?
