Maybe he is using reverse psychology on you, making you think he doesn't care, when in reality he does. Just let him do nice things, see how he acts and go from there! Good Luck!

Some men read about different dating and relationship strategies in magazines and books that suggest that being "mysterious" and being a "challenge" actually increases attraction, and this could be one reason why the guy acts that way.
He could also be shy.
And he could also believe that it simply isn't the right thing to do to be too agressive and mushy, and he prefers to proceed with caution.
The only way to find out what he really does it by addressing it directly with him. Ask him exactly that question. Sure, it will be awkward, but you will get a huge satisfaction out of addressing it and coming accross as a strong, confident lady.

it's the whole "hard to get" game - guys love that. They'll pretend they don't care and once you're over them, they'll come right back...it's weird

Because he is in to head games. If you enjoy them to go for it, I personally do not so I would not put up with it.
