YES very. Just like us female humas, their moods can swing far and wide while in heat, or also when going into or just leaving a heat cycle. They can go from being very lovey and wanting everyones attention all the time and immediately to being down right nasty and snappish for no reason. Mine even just gets mopey and wants left alone to sulk and she is normally a very affectionate dog that wants a lot of attention.

of course it is normal thats why its called ...in Heat!
dogs are like women..cause women act differently when on their periods..i can say that im a woman so if anyone dissagress then whatever..all women get upset, emotional, rude, tired, bitchy, etc...you may not be a total ***** but you will act different at that time.

Depends on how your dog is acting different. Some different behavior is normal. If your dog is acting sick, ie depressed, lethargic, vomiting, diarrhea, feverish, you should contact your vet.

Yes, they have hormones going too, LOL!

I know females can get really mean while in heat too.

My females become disobedient, stubborn, pouty, sullen, cranky, restless or tired, try to escape, and often whiny..They also need to pee frequently...Some of them don't eat well, or are very picky at that time..Some of them become timid or shy.
No need to scold for those behaviors, as they are driven by hormones, and really can't help it..
