God withholds punishment or judgment against us when we deserve it. Meaning... He does not punish nor judge us when we deserve it.
To answer you question: "Why is that people around the globe are mercilessly murdered and why is blame put on God Himself?"
Because those that are murdering do not have God residing within them. They have no conscience, they are living in the world and of the world.
People blame God because it is easier to blame someone you can't physical see in the flesh.

Mercy is kindness/compassion for another. Unfortunately, we don't experience kindness all the times; people will act out what's in their hearts. We can't even be patient with our own friends and families. That is why we need to ask Jesus to come into our hearts and to rule and reign over us and teach us to be more like Him.
Matthew 5:43-48
Teaching about Love for Enemies
“You have heard the law that says, ‘Love your neighbor’[r] and hate your enemy. But I say, love your enemies![s] Pray for those who persecute you! You are required to show mercy if you expect mercy to be shown to you. People are being murdered in the Middle East and elsewhere. Certainly it is unfair. These are the actions of man.

Forgive others, and your sins will be forgiven. Forgiveth not, and the Father will not forgive your sins.
God has shown amazing love, forgiveness, mercy, grace, and such...does it not make sense that he wants us to be the same towards each other?
Consider the parable of the man who owed the king money. He could not repay the loan, so the king forgave his debt. Yet, when the man ran into someone who owed him money, he had the man thrown into jail and his family sold into slavery. The king heard of this, and had this greedy man thrown into jail himself.

When Jesus was asked, how shall we pray? He gave us the Lord's Prayer. In it, we ask to be forgiven as we forgive others.
So, I guess we'll receive mercy as we give it.
