I base this on several pictures that I've seen of them wearing military uniforms while they were still in power in Iraq,but,no one has ever explained why they wore them.

1973 - Though he is not a soldier and has never received any formal military training Hussein is ranked as a lieutenant-general in the Iraqi Army. In 1976 he is promoted to general.

Well he was a dictator and could wear anything he wanted. But he claimed to be the head of the military, so he wore a uniform and rank. His cabinet members were given military positions, and therefore had to wear uniforms also.

President Bush can't wear a military uniform even though he is the commander-in-chief (no U.S. president can). I guess dictators can do whatever they want. There are times, however, when Saddam wears suits for instance, but it is situation-appropriate.

Your question is rightly justified. Uniform basically puts them in right place and mind and the dictator has a good reason to feel secure with his men in a symbolic garb around him. For a sec, imagine them in white robes and you picture a saint in Saddam, whether he is one or not.
Why, for that matter, you want your cooks, drivers, watchmen, janitor in uniform; and so is the case with nurses, doctors, advocates, judges, priests, bands playing at the funerals, chauffeurs etc. wear uniform not excluding school children (of course for different reasons altogether). One thing for sure, there is an element of professionalism involved, to see them apart from the rivals and civilians like in the policing outfits and military and so in royal courts, for grandiose reasons or for giving that servile look in certain cases like in prisoners. And there is plethora of other reasons, like uniforms inculcate discipline and good behavior. All said, everything is in the mind, i.e. in the perception of groups and society from the angles of culture, duty, state honor, discipline, decorum, protocol etc. In most sports and games uniform is set out for persons as individuals or in groups to appear as distict individuals or units with special skills to represent a cult, notion or attribute and identity. Some do wear uniform just for indulgence and reasons best known to them selves as idiosyncrasies dictate humans..
Dress and address matter most in this world, but it is funny we see every other guy is trying always to undress the opposite number in his or her mind to decipher and get to the bottom of person metaphorically speaking despite the dress, and also his or her place and mind behind the dress or at least interpret its color, cost. All this to plan or scheme for an answer as to how he or she should go about with that particular person or group in uniform. Uniform is invariably an unspoken language and any ribbons, medallions add feather in the cap.

Ditto the above answers regarding military dictators. Add to it that he ruled with an iron fist and was in charge of his own military and goon squads, plus he probably thought he looked pretty sharp.
