I think its another way of saying the Popes word or the world of the catholic influence.example..the catholic church in brazil and argentina are part of the holy see.

The meaning of "see" in context is "seat". It is the throne of the pope, and by extension his rule. He pretends He is the Almighty (that is blasphemy) and that qualifies Him as Antichrist. (A pagan religion).
