You should drink as much water as possible. Recommended is 2 litres or 8 glasses of water and above.

If your skin is too dry, you should not be using lotions or creams but should be using oils. If you want good results, you need to go for high quality oils (which of course tend to be more expensive). But it will be worth the expenditure as it may mean that you get the deep moisturization that you need.

Do not bathe for more than 10 minutes. No hot showers please. Use warm water only.

Eat more cleansing foods like vegetables and fruits.

I have dry skin myself and my skin condition has improved tremendously with the above tips. I applied the tips that I learnt from this free newsletter here http://www.eczematreatmentsecrets.com

Take care!

try using a medicated lotion specifically for treating extra dry skin. make sure you use it after evey time you shower/bath. when you take a shower try not to use too hot of water, which can cause dry skin. stay away from harsh scrubs or any other harsh skincare product. cetaphil is great for sensitive/dry skin. i dont know if the lack of water you drink causes or helps dry skin, but drinking alot of water is good for you anyways. hope i helped a bit.

i have dry skin. i went to my doctor. and they perscibed me some lotion. its got a green label, and its in a tub. its really good. for me at least. i cant remember hte name..but it might start with a C. you should ask about it. since i am a military dependent i get it free at the base..but you could probably get it for ten dollars at a drug store with your perscription.
