Water running over a shallow river bed makes noise as it dashes against the uneven bed or the rocks lying on it. A deep river flows silently as any friction is muffled by the depth of the water. Where people are concerned, a deep person is one lost in silent thought. A noisy partygoer is revelling in shallowness for the fun of it.

It's based on the observation that a shallow stream will "babble" as it runs over the rocks; but a deep river, while moving just as quickly, looks calm and makes very little splashing.
When applied to people, it means that those who don't say much think a lot.

It's Still water runs deep...and it's like...have you ever seen a river that has moss all over the top of it...under that calm surface though...the water is flowing down stream.
It means that just because you can't see actions outwardly doesn't mean they're not happening.

It means that just because the water still and serene on top, it gives no clue to how deep and dangerous it can be below the surface. When related to a person it means just because you think you know the person its not always as they seem. They can have dangerous, hidden side that has yet to be revealed to you or others. Quiet people has a lot of insights, wisdom etc. or that quiet people can be dangerous too. If it refers to anger, it means that a silent anger brewing inside a person can be very vicious or ferocious.
