I would put it on her doorstep and let her know what it feels like but then also call the apartment manager so it can be addressed. If she knows it is you who complained and she was that rude to let her pooch do that in the first place, I imagine she will have no problem letting it continue since she knows it gets to you! I think so. And tell your landlord her dog is running around in the halls unleashed. I think she knows what she's doing. SHe's just too lazy to take the dog for a walk..so she lets it out to poop in the hall. (wouldn't want the ppop in her apartment, would she)?
Why else would she let the dogs run free in the hallways. Not only are her dogs a danger to others in the building...the dogs are in danger of getting out of the building..if someone walks in..

Have you pointed it out to her? Sometimes people's dogs doo and they don't wonder where it ended up.
If so, and they're just being a jerkface, do it. Lol. Afterall, it's their dog, it's their dog doo... You shouldn't have to worry about something like that.
If push comes to shove and your neighbor still won't do anything about, talk to your landlord.
