He is an 8-1/2 year old short-haired male.
This has been a recurring problem. It can even happen when
there are no cars waiting for the red light to change.
Should we force him to cross and get over his fears?

He has obviously had a near brush with a car way back in the past and is now very wary of them and the noise they make.
The best you can hope for is that he will feel reassured when crossing the street with you beside him. Keep him on a tight leash and maintain a steady, brisk pace while crossing. Show him some affection once you are safely over the other side too.

Probably not much of an answer, but having a dog that doesn't want to go into the road is probably a good problem to have. He won't go even when you're with him? I would think that you'd be able to train him to walk with you. You might have to "force" him at first, but if he does it and is safe, he should get better. Sorry I couldn't be more help.

Maybe because it has had bad experiences with cars or it's going through a stage I know my dog used to not want to cross through the living room because he had gotten into trouble by urinating on the couch. He want around the living through the hall for 2 years

I could be that he has had a previous incident with traffic. He may just be scared of cars. I would try practicing crossing the street when there is no traffic. He may just like the sidewalk. But you can get him over it.
