he could be asleep or he could be slightly sick i would watch him and just give him some carrots and brocli that will make him feel alot better!

could be it's cold...all the birds on my feeders puff up when it's cold.
My parakeet also puffs up when it's trying to get my attention (or the attention of the birds outside)

He sees all the bigger birds outside and feels inadequate, so he puffs up his feathers to make him feel more like a man.

It can mean different things.
-it's cold
-it's getting ready to go to sleep
If it's cold just cover the cage with a blanket
If it tucks it's beak into it's back then that means it's going to sleep.

Trying to keep warm.(Increase heat, or pack the outside of cage with COVERED hot water bottles and cover the cage). Moulting, he/she is uncomfortable. (Bath or spray with TEPID water,add tonic food to diet) Sick.( Look for signs of illness,ie, eyes closed, sitting low on perch, loose droppings/greenish droppings,tail flicking.) If your bird IS sick, see a vet immediately.

its cold. put a towel or sheet over its cage so it can sleep a night with no drafts.
